Artificial Intelligence (AI) is now deeply embedded in HR practices.
Regardless of who’s right, the contrast in policy is clear:
- The EU Regulation (EU) 2024/1689, adopted on June 13, 2024, sets out harmonised rules on AI — spanning 144 pages of detailed provisions.
- Meanwhile, on December 11, 2025, the U.S. President issued an executive order purporting to limit the ability of states to regulate the use of AI. The order’s stated purpose is to ensure that American AI companies are “free to innovate without cumbersome regulation” and to “remove barriers to American AI leadership”.
Two continents, two visions for the future of AI. What does this mean for global businesses and innovation?
